  • NECA’s Guide to Telecom Rules

    NECA’s Guide to Telecom Rules is a companion document for use in conjunction with the Electronic Code of Federal Regulations.

    The GTR provides additional information on FCC rules of particular interest to rate-of-return telecom carriers, including summaries of key FCC and U.S. Court of Appeals Orders and decisions that have changed or interpreted the rules. As a research aid, embedded in each summary are links to the full Orders or decisions. Each section also contains a chronology that lists all Orders that have changed that section, with links to the relevant action.

    NECA has also prepared this handbook containing brief summaries of the various rule Parts covered by the GTR. Each summary provides an overall explanation of the rule Part and how the rules apply to our member companies.

    The GTR is published in a fully searchable and easily printable PDF format.

  • 10.10.16 – The FCC’s CAF Alaska Fund Order was published in Friday’s Federal Register. Part 69 and some Part 54 rule changes will become effective November 7. The remainder are subject to OMB approval and will become effective upon or after Federal Register publication of OMB approval.

  • 07.08.16 – The FCC’s CAF Phase II Auction Order was published in yesterday's Federal Register. Most Part 54 rule changes will become effective August 8. The remainder are subject to OMB approval and will become effective upon or after Federal Register publication of OMB approval.


  • 05.26.16 – The FCC’s Lifeline Order reforming and modernizing its Lifeline program will become effective on June 23, following Federal Register publication of the Order. Several changes to Part 54 will become effective June 23, but most rule revisions are subject to OMB approval and will become effective upon or after Federal Register publication of OMB approval. 

  • 05.03.16 – The FCC’s April 27 Lifeline Order reforms and modernizes its Lifeline program. The Order adopts major changes to Part 54, some of which will become effective 30 days after Federal Register publication. Other rules are subject to OMB approval and will become effective upon or after Federal Register publication of OMB approval. 

  • 04.26.16 – Many of the provisions of the FCC’s USF RoR Reform Order will become effective on May 25, following Federal Register publication of the Order. Some rules are subject to OMB approval and will become effective upon Federal Register publication of OMB approval. Visit the GTR page to find information on pending rules in Parts 51, 54, 65 and 69.

  • 04.04.16 – The FCC’s USF Reform for RoR Carriers Order will cause multiple changes to Parts 51, 54, 65 and 69 of the FCC’s rules. The Order is adopted 30 days after Federal Register publication, except for rules and requirements involving Paperwork Reduction Act burdens, which will become effective immediately upon Federal Register publication of OMB approval.

  • 03.25.16 – Network change notice rules are in effect as of March 24, 2016, following Federal Register publication of Office of Management and Budget approval of modified information collection requirements associated with Part 51 rules adopted in the August 2015 Report and Order and Order on Reconsideration.

  • 02.24.16 – Certain Lifeline program rules are in effect as of February 17, 2016, following Office of Management and Budget approval of modified information collection requirements associated with Part 54 rules adopted in the June 2015 Lifeline Reform Order.

  • 02.04.16 – Part 52 rules section 52.15(g)(2) – (g)(3), allowing interconnected VoIP providers to go directly to numbering administrators for phone numbers becomes effective today, following Federal Register publication of OMB approval, as specified in the Report and Order.
